As a voting and soon to be protesting out in front of my congressman's office citizen, I oppose HR6491 and HR6713. Those two bills, if passed into law, will only serve to hurt the poor. The problem with these two bills is the same problem as all bills of this ilk...they want to make honest people criminals by simple possession of property that MAY be stolen, but most likely isn't.
The police do an ok job of dealing with this stuff, as does EBAY security. If Walmart wants better protection, then they need to start having their store security make arrests on the premises of this type of activity. But they don't, so the activity continues as long as employees are still there.
Again, get rid of each individual problem as it's found, don't screw everybody.
